The Commission must perform security checks at each licensed facility at least once every 3 years. These checks must include force‑on‑force exercises that, as much as possible, mimic the facility’s applicable design‑basis threats, and the Commission must reduce any conflicts of interest that could affect the exercise results. The Commission must make sure licensees fix major performance problems that weaken their private security forces, may pause an evaluation if it would reduce security during a heightened threat, and must send yearly classified and unclassified reports to the Senate Committee on Environment and Public Works and the House Committee on Energy and Commerce describing the evaluation results and any fixes.
