Defines key words used in this part of the law. "Community" refers to the European Atomic Energy Community (EURATOM). "Commission" refers to the Atomic Energy Commission created by the Atomic Energy Act of 1954. "Joint program" is the cooperation between the Community and the United States under an agreement made under section 2153 to build nuclear-reactor powerplants in Community member countries, aiming for about one million kilowatts of installed capacity by December 31, 1963, except that two reactors may be chosen to be in operation by December 31, 1965. Other words use the same meanings given in section 2014.
