The United States may sell or lease to the Community certain amounts of nuclear material. That includes enough uranium‑235 to fuel power reactors with a total of 35,000 megawatts, plus 25,000 kilograms of uranium‑235 for other uses, 1,500 kilograms of plutonium, and 30 kilograms of uranium‑233. These transfers must be under a U.S.–Community cooperation agreement. If the Community does not pay in full when the material is transferred, the U.S. must take the equivalent of a first lien on that material. After December 31, 1968, the Commission may instead make contracts to produce or enrich some or all of the uranium‑235 rather than sell or lease it.
