Within one year after October 24, 1992, the Secretary must send Congress a study and report. The report must list all government-owned uranium and similar materials (natural uranium, depleted tailings, low‑enriched, and highly enriched) that could be used commercially; give a plan to convert foreign and U.S. highly enriched uranium to low‑enriched; estimate U.S. needs; analyze technical steps and costs (including new facilities); estimate likely net proceeds; and give recommendations for carrying out the conversion and for future use or disposal.
