The Secretary must encourage States and utility regulators to consider the national goal of avoiding dependence on imports when deciding whether a power plant can pass on to customers any higher cost for buying domestic uranium, enriched uranium, or enrichment services from a seller not affiliated with the plant. Starting within 1 year after October 24, 1992, and every year after, the Secretary must report to Congress on progress, list programs started, and give any recommendations for further federal or congressional action. The Secretary may not act in ways that violate the multilateral trade agreements (section 3501(4) of title 19) or the USMCA (section 4502 of title 19).
