Creates a $250,000 service and supply fund that does not end when the fiscal year ends. It pays salaries, travel, and other costs to run a central supply service that buys, stores, issues, packs, and ships office supplies, equipment, and blank forms for the Public Health Service and other agencies, and for other central services the Surgeon General, with the Secretary of Health and Human Services' approval, decides. The fund must be repaid from the proper government accounts when services or stock are provided, or paid back in advance. Charges must cover estimated or actual costs for staff, materials, equipment (including upkeep, repairs, and wear), and other expenses.
