The Commission must immediately sort and label all real property in each community when this chapter takes effect (or when Los Alamos is added). This includes buildings and related fixtures, equipment, and other personal property the Commission thinks fit. The labels must make sure similar property gets similar treatment. The Commission will pick the procedures. It may also choose, but does not have to, to classify other nearby property inside or outside the community. Before any residential property in Los Alamos is first sold, the Commission must classify each residential building as one of: single family house, duplex house, apartment house, dormitory, or a residential structure with two or more separate single family units, and post a list of these classifications at its Los Alamos office for public viewing. Each building will be treated according to its classification. In deciding multi‑unit status, the Commission must consider whether units can be sold separately and whether mortgages are insurable under section 1715n(a) of title 12.
