The Commission may give a utility to the city that serves the community, and at Los Alamos it may give utilities to the county or another local government. If it sells a utility to someone else, it must charge a price. The Commission can set price and terms by public advertising and competitive bids or by a negotiated sale or other transfer, at the prices, terms, and conditions it finds fair and equitable.
