§242c–1 Advisory Committee to the Director

Summary

Within 60 days after December 29, 2022, the Secretary, through the CDC Director, must keep or create an advisory committee inside the CDC to give the Director advice on policies and strategies to help the agency do its job. The group can have up to 15 non‑Federal members (including the Chair). There may also be ex officio members who are federal officials, such as the Secretary, the Assistant Secretary for Health, the Director, and other officers the Secretary finds needed. The Director will pick 12 members from leading experts in health fields (for example, public health, global health, health disparities, research, preparedness). The Secretary may appoint 3 members from the public, including leaders in areas like innovation, public policy, public relations, law, economics, or management. Federal ex officio members get no pay. Other members can be paid up to the daily equivalent of the annual rate for Level III of the Executive Schedule (see section 5314 of title 5) for each day they work, including travel. The committee can recommend how CDC should set priorities under the CDC Strategic Plan (see section 242c(c)), advise on performance measures and on developing or updating the Strategic Plan, review grants/contracts/other agreements, give other advice to help the Director carry out duties under sections 241 and 243, and create subcommittees. Members serve 4‑year terms (fill vacancies within 90 days), cannot be reappointed for 2 years after a full term ends, and may serve until a successor is seated. The Secretary chooses the Chair for a 2‑year term. The committee must meet when the Chair or Director calls it, but at least twice each fiscal year. The Director must name an agency staff member as executive secretary and provide staff, information, and training to help the committee work.
