Title 42 › CHAPTER 6A — PUBLIC HEALTH SERVICE › SUBCHAPTER II — GENERAL POWERS AND DUTIES › Part B — Federal-State Cooperation › § 247d–7b
Create one national, connected network of State systems within 12 months after December 19, 2006, to check the licenses, certificates, and training of health workers who volunteer during a public health emergency. The network must hold contact details, credentials, and the names of members of groups like the Medical Reserve Corps and the National Disaster Medical System. The Secretary may give grants and help States build the network. States, working with the Director, must update the information at least every three months. The system must be electronic, available to State, local, and tribal health departments, and able to link with the identification cards under section 300hh–15. The Secretary must protect the data’s security and coordinate with the Departments of Veterans Affairs and Homeland Security to see if the network can join VetPro and the National Emergency Responder Credentialing System, and do so if possible. Being listed in the network does not make someone a federal employee. The Secretary should encourage States to allow temporary licensure waivers for out-of-state, clean, licensed professionals during emergencies and share examples of State waiver systems publicly without harming national security. Congress authorized $5,000,000 for each fiscal year 2019 through 2023 to carry out this work.
