Creates a National Advisory Council for the National Health Service Corps. The council must have no more than 15 members chosen by the Secretary. The council must advise the Secretary, make recommendations about carrying out this part of the law (except section 254r), and review and comment on rules the Secretary makes under this part. Members serve three-year terms. Someone who fills a vacancy serves the rest of that term. Members cannot be removed except for cause. Members who are not federal officers or employees must be paid for each day they serve, including travel time, at a rate set by the Secretary but not higher than the daily equivalent of GS‑18 pay. While serving away from home they may get travel expenses and per diem as allowed by section 5703 of title 5. Section 1013 of title 5 does not apply to the council.
