If Congress provides the money, the Secretary must give funds to Papa Ola Lokahi so it can award scholarships to students who meet the program’s eligibility and who are Native Hawaiians. The scholarships follow the same rules as the related health scholarship program and will not be run by the Indian Health Service. "Native Hawaiian" means a U.S. citizen who lives in Hawaii and is a descendant of the aboriginal people who lived there before 1778, shown by family records, elder/community verification, or Hawaii birth records. The law authorizes $1,800,000 for each of fiscal years 1990, 1991, and 1992 to pay for these scholarships.
