Anyone who wants a grant or contract under these rules must apply to and get approval from the Secretary. The Secretary decides the form and way to apply. Planning grants under 273(a)(1) may last 1 year and cannot be more than $100,000. Grants under 273(a)(2) may last 2 years, cannot exceed $500,000 in any year, and no organ procurement organization may get more than $800,000 for initial operation or expansion. Grants or contracts under 273(a)(3) may last up to 3 years. The Secretary sets each award amount and may pay in advance on estimates or by reimbursement, adjust payments, and set installments and other conditions. Recipients must keep records the Secretary requires showing amounts, spending, total project cost, and other funding. The Secretary and the Comptroller General may audit and inspect those records. Transplant center — a health care facility where organ transplants are done. Organ — the human kidney, liver, heart, lung, pancreas, and any other human organ (except corneas and eyes) the Secretary names; for section 274a, it also includes bone marrow.
