§274f–4 Report Relating to Organ Donation and the Recovery, Preservation, and Transportation of Organs

Summary

The Secretary must send a report to the appropriate committees of Congress by December 31, 2005 and every two years after that. Each report must evaluate the Department’s organ donation and recovery work and say how those activities have affected donation and recovery rates. When possible, the report should point out what works, share those findings, review recent, ongoing, and planned activities, and report on progress toward the improvement plan required below. The first report must also include: a review of organ donation practices by organ procurement organizations, States, other countries, and other groups, including barriers and best practices across populations; a review of living donation practices, consent, and health risks; an evaluation of federal donation efforts, research, and how agencies coordinate; a review of State donor registries, their costs, effects on donation rates, and consent issues; and a plan to improve federal donation and recovery activities with baselines and benchmarks.
