Title 42 › CHAPTER 6A — PUBLIC HEALTH SERVICE › SUBCHAPTER II — GENERAL POWERS AND DUTIES › Part J — Prevention and Control of Injuries › § 280b–1b
Gives money through the CDC’s National Center for Injury Prevention and Control to states so rape crisis centers, sexual assault coalitions, and similar public or nonprofit groups can run rape prevention and education work. Funds can pay for things like classes and awareness campaigns, hotlines and other communication tools, training for professionals (including school staff), campus prevention programs, information materials, education about drugs and alcohol used to facilitate assaults, and outreach to underserved groups and people with disabilities and Deaf people. The CDC’s National Resource Center on Sexual Assault must collect and share information, run training, and give technical help to federal, state, local, and Tribal agencies and to sexual assault programs. Congress authorized $100,000,000 each year for fiscal years 2023 through 2027. At least $1,500,000 of each year’s total must go to the Resource Center. Each State, the District of Columbia, and Puerto Rico must get at least $150,000 each year and each Territory at least $35,000; at least 80% of the total must be awarded this way. At least 15% of the total must go to State, territorial, and Tribal sexual assault coalitions, with at least 10% of that amount for Tribal coalitions and the rest split equally among State and territorial coalitions. State funds must add to, not replace, other public funds; no more than 2% may be used for prevalence or surveillance studies and no more than 5% for administrative costs. A report on grant activities and best practices must be sent to the listed House and Senate committees not later than 1 year after March 15, 2022.
