Title 42 › CHAPTER 6A — PUBLIC HEALTH SERVICE › SUBCHAPTER II — GENERAL POWERS AND DUTIES › Part K — Health Care Services in the Home and Public Health Programs for Dementia › subpart ii — programs with respect to alzheimer’s disease and related dementias › § 280c–4
The Secretary must fund regional centers by giving grants, contracts, or cooperative agreements to groups like universities, state, tribal and local health departments, Indian tribes and tribal organizations, associations, or similar entities. These centers must raise awareness about Alzheimer’s and related dementias, turn research into proven programs for people with dementia and their caregivers, and grow partnerships. Applicants must show how they will work with existing federal, state, and tribal programs, test and promote evidence-based interventions for people and caregivers (including underserved groups), and focus on things like training public health workers and clinicians, improving early detection and diagnosis, lowering avoidable hospital stays, slowing cognitive decline, supporting caregivers, reducing health disparities, and planning and managing care. When picking awardees, the Secretary will favor groups that serve rural or underserved areas, use existing service or research networks, or have relevant care or research experience. Grants should be spread fairly across regions and disease burden. Funded groups must report program information and outcomes to the Secretary no later than 90 days after the first year and then yearly. The Secretary will also improve how data on Alzheimer’s incidence and prevalence are analyzed and shared, using sources like the Behavioral Risk Factor Surveillance System, the National Health and Nutrition Examination Survey, and the National Health Interview Survey. The Secretary must avoid needless duplication of other HHS programs.
