The Secretary, through the CDC Director, can give grants to states to make plans that meet the assurances in section 280e(c)(2). Grants can also go to other public or nonprofit groups if the state certifies they are qualified. Applicants must apply and include the state's certification (if needed) and any forms, assurances, or information the Secretary requires.
