The Secretary, through the CDC Director, must create a national diabetes prevention program that targets adults at high risk and works to prevent avoidable cases of diabetes. The program must offer community grants, a CDC process to decide who can provide the services, training and outreach for lifestyle intervention instructors, and CDC-led evaluation, monitoring, technical help, and applied research. Eligible grant recipients include state or local health departments, tribal organizations, national networks of community health non-profits, colleges or universities, and other groups the Secretary decides. Money may be provided as needed for each of fiscal years 2010 through 2014.
