Title 42 › CHAPTER 6A — PUBLIC HEALTH SERVICE › SUBCHAPTER II — GENERAL POWERS AND DUTIES › Part S — Health Care Quality Programs › subpart i — national strategy for quality improvement in health care › § 280j
The Secretary must create a national plan to make health care better for patients and for whole populations. The plan must be made openly and with others. It must pick top priorities that will best improve health results, efficiency, and patient-focused care for everyone, including children and vulnerable groups. Priorities should also target quick-improvement areas, fix gaps in measures and data, change federal payment rules to reward quality, use health data better, help people with costly chronic diseases, spread research and best safety practices to cut errors and infections, reduce health disparities, and any other areas the Secretary finds important. The Secretary must consider recommendations from a contracted quality-review group and other stakeholders, and work with State Medicaid and CHIP agencies so their plans match the national priorities. The strategy must include a detailed plan showing how agencies will work together, avoid repeating work, use common quality measures, make agency-specific plans and yearly goals, report regularly on progress, align public and private payers, and include the health IT quality work required by the American Recovery and Reinvestment Act. The Secretary must update the strategy at least once a year and review short- and long-term goals. The first strategy must be sent to the relevant Congressional committees by January 1, 2011, and annual updates must follow. Each update must review goals and gaps, report progress and barriers, and include certain required reports (with extra reporting for updates on or after January 1, 2014). The Secretary must also make a public website by January 1, 2011 to post the priorities, agency plans, and other related information.
