Creates the National Parkinson’s Project. The Project covers Parkinson’s disease and other neurodegenerative parkinsonisms (for example, multiple system atrophy, corticobasal degeneration, progressive supranuclear palsy, and Parkinson’s-related dementia). The Secretary must make and update a national plan to prevent, diagnose, treat, and cure Parkinson’s, slow its progression, and reduce symptoms. The Secretary must also do an assessment "not later than 24 months after July 2, 2024, and annually thereafter," give estimates of current and needed Federal investment, coordinate Parkinson’s research and services across agencies, promote development of safe and effective treatments, improve early diagnosis and care coordination, study the disease’s effects on patients and caregivers, work with international partners, and try to avoid duplicate research. The Secretary must set up an Advisory Council on Parkinson’s Research, Care, and Services. The Council will include representatives from many Federal agencies (including CDC, NIH, FDA, VA, CMS, NSF, DOD, EPA, and others) plus 10 outside experts: 2 patient advocates (at least 1 with young-onset Parkinson’s), 1 family caregiver, 1 health care provider, 2 biomedical researchers, 1 movement disorder specialist, 1 dementia specialist, and 2 nonprofit representatives. The Council must meet at least quarterly for the first 2 years, hold a yearly public meeting of Federal and non-Federal groups "not later than 24 months after July 2, 2024, and every year thereafter," and be open to the public. It must file a report "not later than 18 months after July 2, 2024, and every year thereafter" listing federally funded efforts and outcomes, giving priority recommendations (including ways to reduce costs for families, improve care and outcomes, prevent disease, and study environmental links), evaluating the national plan, and proposing steps to act on those recommendations. Federal agencies must share Parkinson’s information with the Secretary as allowed by law. The Advisory Council and the Project end at the end of calendar year 2035.
