The NIH Director may set aside money from the funds already approved to support regional primate research centers for each fiscal year 2000 through 2002. That money can be used to give grants or contracts to public or nonprofit groups to build, renovate, or improve those centers. Reserving money depends on having qualified applicants. No grant or contract can be made unless the applicant agrees to provide non‑Federal cash equal to at least $1 for every $4 of Federal money awarded to pay the applicant’s share of the costs.
