The Director of NIH, through the Office of the Director, must consider five things before giving a Shared Instrumentation Grant. They must see if the instrument meets the main users’ scientific needs and is not easily available, whether the users or institution have the technical skills to operate it, whether there is a workable plan and internal advisory oversight (including sharing), whether the applicant will keep supporting and maintaining the instrument, and how much the instrument will be shared and help the research community. The Director must also follow the peer review rules in section 289a.
