The Secretary of Health and Human Services, through the NIH Director, must create an advisory group called the National Science Advisory Board for Biosecurity. The Board must give technical advice to federal agencies about biosafety and biosecurity in biomedical research. That includes oversight of federally run or funded "dual use" research and review of policies or frameworks to manage safety and security risks while considering national security, possible benefits, the research community, transparency, public access to information, and international collaboration. The Board must also continue the work required under section 205 of the Pandemic and All-Hazards Preparedness Act (Public Law 109–417). The Board will include non-voting representatives from at least HHS, Defense, Agriculture, Homeland Security, Energy, State, the Office of Science and Technology Policy, and the Office of the Director of National Intelligence, plus any other agencies the Secretary chooses. The Secretary will appoint voting members with expertise in biology, infectious diseases, public health, ethics, national security, and other needed fields.
