The Secretary must appoint an advisory council for each national research institute. Each council must advise and make recommendations to the Secretary and the institute Director about the institute’s work and policies and must carry out special duties set elsewhere. Councils can suggest accepting conditional gifts for research or facilities, review research activities, review grant and contract applications when their approval is required, collect and share information on related studies, set up subcommittees, and hold workshops or conferences. Each council has nonvoting ex officio members (federal officials) and up to 18 appointed members. Two‑thirds of the appointed members must be leading health or science experts (including at least two leaders in public health and in behavioral or social sciences), and one‑third must be public leaders in areas like law, policy, economics, or management. Federal employees on the council get no extra pay. Other members may be paid up to the daily equivalent of the annual GS–18 rate for days worked, including travel. Appointed members serve four‑year terms, may stay on up to 180 days after a term ends, cannot be reappointed until two years after a four‑year term ends, and vacancies must be filled within 90 days. The Secretary picks the chair from appointed members (or may choose the institute Director); the chair serves two years. Councils must meet at least three times each fiscal year (four times for the National Cancer Advisory Board and the National Heart, Lung, and Blood Institute council) and the Director must give staff, an executive secretary, training, and other support. The National Cancer Advisory Board has special rules: Presidential appointments, six‑year terms, specific expert slots (including at least five in environmental carcinogenesis and one in pediatric oncology), and a set list of ex officio officers.
