Defines two research terms used in this part. "Health services research" studies how health care is run, paid for, and managed, and how that affects quality, cost, access, and results; it does not include studies that test whether a service prevents, diagnoses, or treats illness. "Clinical research" means patient-focused studies with people or human samples where researchers directly interact with participants to study disease causes and effects, outcomes, behavior, new technologies, treatments, or clinical trials.
