Require NIH to keep and grow a strong program of basic and clinical research on the causes of pain and possible treatments through the Pain Consortium. The Pain Consortium must, not less than annually, work with the Division of Program Coordination, Planning, and Strategic Initiatives to give the NIH Director recommendations on pain research projects that could use funds reserved under section 282a(c)(1) for the Common Fund or other available money. The “Pain Consortium” means the NIH Pain Consortium or a similar trans‑NIH coordinating group chosen by the Secretary. The Secretary of Health and Human Services must set up, not later than 1 year after March 23, 2010, and keep a committee called the Interagency Pain Research Coordinating Committee to coordinate pain research across HHS and other federal agencies. The committee will include up to 7 federal voting members, 6 non‑federal scientific or health professional voting members, and 6 public voting members from research or advocacy groups, plus any nonvoting members the Secretary allows. The voting members pick a chair with NIH Director approval. The committee must meet at least once each year and must summarize federal pain research, point out important research gaps (such as causes, biomarkers, diagnosis, treatments including non‑drug and non‑addictive options, and risks for substance use disorders), and make recommendations to the NIH Director on avoiding duplicated work, sharing information, and growing public‑private research partnerships. The Secretary must include the Director’s responses in reports to Congress and review whether the committee is needed at least once every 2 years.
