Creates three Division Directors at the Institute: one for Diabetes, Endocrinology, and Metabolic Diseases; one for Digestive Diseases and Nutrition; and one for Kidney, Urologic, and Hematologic Diseases. Working under the Institute Director, they must prepare a coordinated plan with spending recommendations for all NIH institutes about research and training in these areas. They must review and improve management, monitor spending, and spot research opportunities and how to use them. The Institute Director must send these plans and reviews to the NIH Director with any comments. Using those Division Directors, the Institute Director must fund research and training programs (except training covered by Ruth L. Kirschstein National Research Service Awards). Support can include medical school and graduate training, epidemiology studies and training, clinical trials, and interdisciplinary research. The Institute Director must also set up evaluation, planning, and ways to share the results.
