Title 42 › CHAPTER 6A — PUBLIC HEALTH SERVICE › SUBCHAPTER III — NATIONAL RESEARCH INSTITUTES › Part C — Specific Provisions Respecting National Research Institutes › subpart 3 — national institute of diabetes and digestive and kidney diseases › § 285c–5
The Director of the Institute must create or grow research and training centers for four areas: diabetes and related endocrine and metabolic diseases; digestive diseases and related disorders; kidney and urologic diseases; and nutritional disorders, including obesity. Each center must be at one institution or a group of institutions that meet the Secretary’s research and training rules. Centers must do basic and clinical research on causes, diagnosis, early detection, prevention, control, treatment, and complications. They must run training for doctors and allied health staff and give information to primary care providers. Diabetes centers may use their money to pay stipends for nurses and allied health students in research training. Digestive and kidney centers should also provide patient and public information, develop model programs for cost‑effective and preventive care, train researchers, and may collect and share epidemiological data. Centers for nutritional disorders must be started only if Congress provides money and must be set up with the Director of the National Cancer Institute and other NIH agency directors as appropriate. Centers should be spread across the United States and placed where research is strong. Support can be for up to 5 years and may be extended in additional periods of not more than 5 years each after peer review recommends renewal.
