The Director of the Institute can create a program to help turn new scientific discoveries into real clinical care for people with sexually transmitted diseases. Program money will give awards to promising clinicians for research, training, and clinical work at top STD centers. Funded research must happen at places proven in studying the causes and development of STDs and should encourage new, combined approaches; the Director can pick other suitable sites.
