Makes the National Institute of Mental Health focus on doing and funding research, training, health-services studies, and sharing health information about why mental illness happens and how to diagnose, treat, control, and prevent it. The research program must include studies of the brain and behavior and aim to improve treatment, prevent illness, promote mental health, and study psychological, social, and legal factors that affect behavior. The Institute director must work with the head of the Substance Abuse and Mental Health Services Administration to guide services research and share results with health workers and the public. The director must create and publish information on suicide causes and prevention and make it available to the public and health professionals, with special attention to suicide among people under 24 years of age. The director must appoint an Associate Director for Special Populations who will boost research and programs for women and minority groups, study and work to end discrimination, and make these concerns a stronger part of training, services, and research.
