Summary

Gives the National Human Genome Research Institute the job of studying the human genome, including making maps and sequencing individual genes. It covers planning and running the genome project, reviewing and funding research, making training programs, working with other countries, telling the public about new findings, and funding work on ethical and legal questions (including patents). The Institute Director can support research training that is not paid under section 288 and is not medical residency training. Each year at least 5 percent of the money for the activities above must go to the ethical and legal work in (a)(6), unless the Director tells the Committee on Energy and Commerce of the House of Representatives and the Committee on Labor and Human Resources of the Senate that too few proposals meet the rules in sections 289 and 289a.
