Creates the National Center for Biotechnology Information at the National Library of Medicine. Its job is to collect, store, find, and share biotechnology research and to support new computer tools that help people understand the molecular processes that affect health and disease. Under section 286(d), the Secretary must have the Center build and run computer systems for molecular biology data, study better computer methods to analyze biological molecules, let researchers and health care providers use the tools, and coordinate international biotech information when practical.
