The Secretary can give awards called "Visiting Scientist Awards" to excellent scientists who agree to work temporarily at colleges or universities that have many disadvantaged students. The goal is to let local faculty and students get help, advice, and teaching about research, teaching, and building courses in the biomedical and behavioral sciences and other related topics the Secretary allows. Each award must include pay equal to the salary the scientist would have gotten from the institution where they are permanently employed or most recently worked. The Secretary will set rules about who can get an award and the award terms.
