Creates the National Institutes of Health Management Fund to pay costs that are shared by two or more budget accounts when those costs are hard to split up. Each year, the NIH Director may move amounts into this fund based on reasonable estimates of how costs should be shared. The fund can be used under rules the Director sets, including running cafeterias or meal services; meal prices can be set to cover their cost and the money goes back into the fund. Money put into the fund can only be used in the same fiscal year, and, where practical, the advances must be adjusted later to match the actual costs using the original budget accounts.
