Title 42 › CHAPTER 6A — PUBLIC HEALTH SERVICE › SUBCHAPTER III–A — SUBSTANCE ABUSE AND MENTAL HEALTH SERVICES ADMINISTRATION › Part B — Centers and Programs › subpart 3 — center for mental health services › § 290bb–40
The Secretary will give grants, contracts, or cooperative agreements to states, local governments, Indian tribes and tribal groups, and private nonprofit groups to create or expand programs that treat people who have a serious mental illness and also have a substance abuse disorder. Priority goes to programs that serve people with criminal justice contact, those just released from jail, people who failed past treatment, people who never followed up on outpatient care, or people who are homeless. Money must pay for fully integrated care (not separate services), staff trained to treat both conditions, services at the same location, language- and culture-appropriate care, at least 10 integrated programs at sites that used to offer only mental health or only substance abuse services, and coordination with other community programs. Recipients must keep supporting other community mental health and substance abuse services at their current level. Awards must be spread fairly across U.S. regions and between urban and rural areas. Grants last no more than 5 years. Applicants must apply as the Secretary requires and include a strong plan to evaluate how the program works and its results, and winners must submit an evaluation at the end. Congress authorized $40,000,000 for fiscal year 2001 and whatever sums are needed for fiscal years 2002 and 2003.
