Title 42 › CHAPTER 6A — PUBLIC HEALTH SERVICE › SUBCHAPTER III–A — SUBSTANCE ABUSE AND MENTAL HEALTH SERVICES ADMINISTRATION › Part B — Centers and Programs › subpart 1 — center for substance abuse treatment › § 290bb–6
The Director of the Center for Substance Abuse Treatment must work with the agencies on the Commission on Alternative Utilization of Military Facilities (created under the National Defense Authorization Act of 1989 and under section 3042 of the Comprehensive Alcohol Abuse, Drug Abuse, and Mental Health Amendments Act of 1988) to identify military sites that can be reused or renovated to house nonviolent people for drug treatment. The Director must tell state drug-treatment oversight agencies when space is available and must help those state agencies plan how to turn the sites into residential treatment centers. State agencies that oversee drug treatment must set rules for who can go to those facilities, pick the treatment providers, help those providers get funding, and create and run work programs for people in treatment while coordinating with the military official in charge. Before notifying states, the Director may reserve some space for research or pilot projects.
