The Secretary must give grants from certain leftover program money to public and nonprofit groups so eligible homeless people can get the services listed elsewhere in the program. The money comes from appropriations for State allotments that were not paid to a State because the State did not send an application, did not prepare or submit a proper application on time, or told the Secretary it would not use its full allotment. Money tied to a particular State can only be used for grants that fund services in that same State.
