Programs that get this federal grant money must follow federal civil-rights rules. They cannot discriminate against people because of age, disability, sex, race, color, or national origin. They also must not exclude or treat people unfairly because of sex or religion. If the Secretary finds a State or a group that received the money is not following these rules, the Secretary will tell the State’s top official to fix it. If it is not fixed within a reasonable time, no more than 60 days, the Secretary can send the case to the Attorney General, use civil-rights enforcement powers, or take other legal actions. The Attorney General can sue in federal court and ask for relief, including a court order to stop the unlawful conduct.
