The federal government will not pay certain grants unless the state provides non‑federal contributions of at least $1 for every $3 of federal money used to pay for the services. These contributions can be cash or in‑kind (like buildings, equipment, or services), but not federal funds or federally supported items, and the state cannot require grant recipients to give more than that match.
