Summary

The Secretary can give money to states, local, or tribal governments to start or grow Sobriety Treatment And Recovery Team (START) programs or similar efforts. These programs test whether teaming social workers or mentors with families that face both substance use problems and child abuse or neglect helps. Grant funds can pay for staff training, more treatment and drug testing, better information sharing among agencies and courts, and program evaluation or technical help. Grantees must only serve families with an open child welfare case where substance use was a reason for the case. They must coordinate these grants with any grant under section 629g(f) that focuses on children affected by substance abuse. The Secretary can keep up to 5 percent of the funds to pay the National Center on Substance Abuse and Child Welfare for technical assistance.
