Applies to grant programs run by the Substance Abuse and Mental Health Services Administration that give money to public or private groups to prevent or treat substance abuse. It includes the state formula grant program under subpart II of part B of subchapter XVII. It does not apply when the money is used for something other than prevention or treatment. Defined terms: "designated program" = the programs just described; "financial assistance" = grants, cooperative agreements, or contracts; "program beneficiary" = a person who gets services; "program participant" = a public or private group that receives money; "program services" = treatment or prevention paid for by the award; "religious organization" = a nonprofit religious group.
