Congress finds that rigid, one-size-fits-all education rules for counselors and staff can weaken drug treatment programs and keep people from getting needed care. If a program has a record of successful drug treatment for the preceding three years, a State or local government must not treat religious training worse than similar nonreligious training if it covers the same basic content.
