Using money from section 291j–8, the Secretary may give grants that cover up to 50% of the cost to build or modernize emergency rooms at public or nonprofit general hospitals, and to add or replace medical transport facilities. The Secretary must first talk with the State agency named under section 291d(a)(1). Projects and applicants must meet rules set by regulations. Those rules must make aid available only when other federal, State, local, or private help is not readily available, and must focus on providing modern, efficient emergency care for accident victims and other medical emergencies, especially in areas with special need.
