Defines the key words used in this part of the law for loan programs. Eligible institution means a health-related school or program, like medicine, osteopathic medicine, dentistry, veterinary medicine, optometry, podiatry, pharmacy, public health, allied health, chiropractic, or graduate programs in health administration or behavioral and mental health practice (including clinical psychology). Eligible lender means an eligible institution that became a lender before September 15, 1992, a state agency, a regulated bank or insurance company, a pension fund approved by the Secretary, or a nonprofit designated and approved by the State and Secretary. Line of credit means a loan arrangement where money is paid in yearly installments or the lender agrees to make more loans in later years. School of allied health means a program that leads to a master’s or doctoral degree. Default rate is the percentage of principal on loans insured under this subpart that were made for the entity, entered repayment after April 7, 1987, and led to payments to insurance beneficiaries under section 292f(a). It does not count loans paid because of the borrower’s death or total permanent disability, loans where the borrower later made payments to the Secretary for 12 straight months under 292f(b), or loans discharged in bankruptcy under title 11. For this purpose, a loan “enters repayment” when the time period in 292d(a)(2)(B) ends (ignoring any pause in 292d(a)(2)(C)). Eligible entity means an eligible institution, eligible lender, or a holder. A loan is “made with respect to” an entity if it was made to that institution’s students, made by that lender, or bought by that holder. Secretary means the Secretary of Education.
