Creates the National Advisory Council on Nurse Education and Practice. The Secretary must set it up with 21 to 23 members who are not federal employees and are picked by the Secretary. The group must include 2 full‑time nursing students, 2 people from the general public, 2 practicing nurses, and 9 experts from nursing education, advanced practice, hospitals, and related groups. The Secretary or the Secretary’s delegate is an ex officio member and serves as Chair. Members serve 4‑year terms. The Secretary had to appoint members within 90 days after November 13, 1998. Appointments must give a fair mix of nursing fields, geographic and urban/rural balance, a majority of nurses, and proper minority representation. Vacancies are filled the same way and new appointees finish the old term. The Council must advise the Secretary and Congress about nurse workforce, education, and practice issues. It must send a report not later than 2 years after March 27, 2020 and every year after to the Secretary and the named Senate and House committees with its activities, findings, and recommendations. The Council must meet at least twice a year, share an agenda 14 days before meetings, give materials at meetings, and publish a meeting summary within 30 days after. Members are paid for days worked at the daily equivalent of the annual rate for Level IV of the Executive Schedule under section 5315 of title 5; federal employees on the Council get no extra pay. Travel costs follow the rates in subchapter I of chapter 57 of title 5. Appropriations for parts B, C, and D may be used to support the Council. Chapter 10 of title 5 applies only if it does not conflict with these rules.
