Tell agencies to use the normal notice-and-comment rule process for programs that give loans, grants, benefits, or contracts under this part, unless this section says otherwise. Some parts of the usual rulemaking rules do not apply to interpretive rules or general policy statements when those are proposed under this part or only affect programs under it. Other limited parts also do not apply to some proposed rules, but the basic early steps of the rulemaking process do apply to most substantive rules (not interpretive rules, general policy statements, or internal procedure rules) that are proposed under this part or that only affect its programs. Every rule or policy covered here must show, after each section or paragraph, the specific legal authority for that text. If a new law changes how this part is run, the Secretary must issue any needed rules or policy statements within 180 days, unless subsection (c) applies. When an agency publishes a rule or policy to which subsection (c) applies, the agency must send a copy to the Speaker of the House and to the Senate’s President pro tempore.
