Defines key words used in this part. Average means the total hours of Native language instruction given to all students in a language immersion program in a school year divided by the number of students in that program. Financial assistance means help given by grant, agreement, or contract, but not buying buildings, equipment, goods, or services. Indian reservation or Alaska Native village covers reservations and tribal communities of federally or State-recognized tribes (including former Oklahoma reservations) and lands of Alaska Native villages, including lands chosen under the Alaska Native Claims Settlement Act. Native Hawaiian means a person whose ancestors lived in the Hawaiian Islands before 1778. Rule means what 5 U.S.C. 551(4) says. Secretary means the Secretary of Health and Human Services. Native American Pacific Islander means a person native to a U.S. Pacific territory or possession, including while living in the United States.
