Summary

Congress is allowed to provide money to run the Corporation: $90,000,000 for fiscal year 1975, $100,000,000 for fiscal year 1976, whatever is needed for fiscal year 1977, $205,000,000 for fiscal year 1978, and whatever is needed for each of the two succeeding fiscal years. The first funds can be released only after six or more Board members are appointed and qualified. The money can cover at most two fiscal years and is paid in yearly payments at the start of each fiscal year as Congress directs. Funds remain available until spent. Any non‑Federal money the Corporation or its recipients get must be kept and reported separately from Federal funds. Money given for legal help cannot be used for purposes the law forbids, but recipients may accept other public or tribal funds (including foundation funds benefiting Indians or Indian tribes) and spend them as intended, and may hire or contract private lawyers, law firms, state or local attorney offices, or legal aid groups with separate public defender programs to provide legal help to eligible clients. No more than 10 percent of the amounts provided under the funding paragraph for any fiscal year may be used for grants or contracts under section 2996e(a)(3).

(d)Not more than 10 percent of the amounts appropriated pursuant to subsection (a) of this section for any fiscal year shall be available for grants or contracts under section 2996e(a)(3) of this title in any such year.
