Title 42 › CHAPTER 6A — PUBLIC HEALTH SERVICE › SUBCHAPTER VII — AGENCY FOR HEALTHCARE RESEARCH AND QUALITY › Part D — Health Care Quality Improvement › subpart 2 — health care quality improvement programs › § 299b–37
The Office of Communication and Knowledge Transfer at AHRQ (the “Office”) must widely share research from the Patient-Centered Outcomes Research Institute (the “Institute”) and other government-funded studies about which treatments work best. The Office must make easy-to-use tools and a public database that collect evidence from government, private, nonprofit, and academic sources for doctors, patients, providers, payers, policymakers, and health IT vendors. Shared materials must note who did the research, the methods used, limits of the studies, and how results may apply to different groups. Those materials must not be treated as rules for payment, coverage, or treatment. The Office must help health IT systems add new findings into clinical decision tools and get feedback from clinicians, patients, vendors, associations, and health plans. AHRQ, with NIH, must run grants to train researchers in accepted comparative-effectiveness methods (meeting the standards in section 1320e(d)(9)). The Secretary must coordinate federal programs to build linked data networks, registries, and use of electronic health records for this research. Federal agencies may enter agreements and accept funds to support this research if their laws allow.
