The federal government can give grants to State health agencies to help plan, set up, run, coordinate, and check family planning services. A state can get money only if its health agency sends a plan for a coordinated, comprehensive family planning program and the Secretary approves that plan. The grant money is split among the states based on population and how much money the state needs. “State” includes Puerto Rico, the Northern Mariana Islands, Guam, American Samoa, the Virgin Islands, the District of Columbia, and the Trust Territory of the Pacific Islands. The law authorized $10,000,000 for the year ending June 30, 1971; $15,000,000 for the year ending June 30, 1972; and $20,000,000 for the year ending June 30, 1973.
